The annual fee to join a team in the 70's league is $30.00.
No player will be allowed to participate in any 70's league game without first
having paid his/her "dues".
The 2010 "player draft" will be held April 20th, 1:30 PM at
the Worthington Community Center. All managers, or designated team
representatives, will be present to take part in the drafting of new players.
Any players who are entered in the "draft pool" and any interested team members
are invited to attend this ceremony.
A 75's tournament team is being formed to enter the "Dick
Ernst Tournament" in Miamitown, Ohio, (Cincinatti area) playing in late April.
Any players who will be 74 years old or older in 2010 and who are interested in
joining this team should contact Roger Huff, (937)399-0820.
Old:
Anyone interested in joining the 70's league must be 70 years old sometime
during the year of entering the league.
Once again, during the Off-Season between 2009 and 2010 there will be a weekly practice in the South Gymnasium of the Worthington Community Center, off of Wilson Bridge Rd. in Worthington. However, this year the practice will be held on Thursday
Mornings at 10:00 A.M. As in the past, there is no charge for this program.

Players must be at least 75 years old sometime during the year that they choose to play 75+ ball. However, a team may carry 5 players on the roster who will be 74 years old sometime during the year that they choose to play 75+ ball.
The 75+ Division team rules allow players who reside anywhere East of the Mississippi River to be on the roster.
You need not be a member of a team in the
Central Ohio Senior Softball Leagues to play on any of these teams. If you

CENTRAL OHIO 70’S SOFTBALL LEAGUE
2010 PLAYING RULES
The 2010 Official Guide and Rule Book of the Softball
Players Association (SPA), including SPA Policies and Procedures, will be
followed except for the following exceptions, modifications, or clarifications.
RULE 1 – DEFINITIONS:
Infield Fly: The infield fly rule will not be used.
Commitment Line: A six foot line, marked across and perpendicular to the
third base foul line and placed twenty (20) feet from home plate.
Scoring Plate: An additional base identical in dimension to the home
plate, and located in foul territory, eight (8) feet from the point of home
plate, and in line with the first base line.
RULE 2 – THE PLAYING FIELD:
Ground Rules: Both team Managers and the umpire, when available, shall
establish ground rules before the game.
Strike Zone Mat: An SPA designated strike zone mat, made of rubber or
similar material, that measures 21 inches wide and 35 inches long and
incorporating the home plate, shall be used. A legal pitch that strikes any
part of the strike zone mat shall be a strike.
RULE 3 – EQUIPMENT:
Bats: Only bats marked "Official Softball", with a Bat Performance Factor
(BPF) of 1.20 or less may be used. Bats without the BPF marked on the bat will
be considered illegal. Bats with an altered physical structure to enhance bat
performance will be considered illegal. A player discovered using an unstamped
BPF bat or an altered bat shall be called out and ejected from the game.
Balls: All balls shall be 12" SPA approved, marked "Official Softball",
with a COR of .44 and a 375 Compression. The home team shall furnish all
balls. At least two balls should be available for play at all times. It is
recommended that at least one ball be new; however, all balls furnished must
be of the same COR and COMP and in good condition. The better ball should be
used for play whenever possible.
Shoes: Shoes with metal spikes are not permitted.
Pitcher Safety Equipment: Pitcher safety equipment, including a mask, shin
guards and a heart protector, is recommended for all pitchers. Any pitcher who
desires not to wear the recommended safety equipment shall assume the risk of
injury from all batted balls hit in the pitcher’s direction.
RULE 4 – PLAYERS & SUBSTITUTIONS:
A. Player Eligibility
To be eligible to play in the Central Ohio 70’s Softball League, a
player must reach their 70th birthday before or during the
calendar year of play. Each player shall submit completed Central Ohio
Senior Softball Association Registration form, together with a copy of their
birth certificate or driver’s license for age verification and player
registration fee, before participating in any games.
To encourage and promote Central Ohio Senior Softball programs, one
woman player, eligible to play Senior Softball and reaching their 50th
birthday before or during the calendar year of play, will be allowed on each
team’s roster.
B. Player Assignment: All players will be assigned
to a team, unless the player is on the roster of a group entering as a team.
The league shall be notified, by a date set by the League Governing Board,
of the intention of a proposed team entry. No team shall have a roster of
more than 16 players unless approved by the Governing Board. The League
Governing Board reserves the right to make a final determination of the team
with whom a player must play.
Player Participation: To encourage and promote Central Ohio Senior
Softball programs, each team player at the game, shall play a minimum of two
innings unless injured.
Offense:
If a team cannot field at least eight players at any time, the game is
forfeited. The numbers of players required to play a "legal" game is reduced
to a minimum of eight players with the opposing team to provide a catcher.
However, if a team (team A) has less than eight players available to begin a
game and the opposing team (Team B) has greater than eleven players, team B
must "loan" a player or players to allow team A to begin the game with eight
player. The loaning team will not be required to begin play with less than
eleven players or loan players to permit team A to begin with greater than
eight players. The game may be played even though a team has less than eight
players and shall be considered a practice game.
A ten-minute grace period will be given to a team only if they have
less than eight players.
Team managers shall notify the opposing team manager prior to six
p.m. Monday or Wednesday if the next scheduled game is to be postponed
or canceled for reasons other than the weather.
3. If a postponed game is rescheduled as part of a
double-header, the second game shall be the postponed game.
A team may continue a game with one less player than it started with,
but no less than eight players. Whenever a player leaves a game due to
injury or illness, and no eligible substitute is available, and that player
is scheduled to bat, an out shall NOT be declared for each turn at bat. The
only exception to this rule is if that player was ejected from the game,
then an out shall be declared.
Defense: A maximum of twelve (12) players are permitted on defense.
Batting Order: Before each game, the team batting order shall be given to
the opposing team. The batting order shall include at least all of the
defensive players. Any number of extra players may enter the game on defense
at any time, provided that the maximum number of defensive players is not
exceeded, however the batting order shall remain the same throughout the game.
The reentry and substitution rules apply to all players. If a player shows up
to play after the batting order is submitted, he may be added to the lineup
and bat after the other listed players. If desired, players present at the
time the original batting order is submitted but not in the original batting
order may be added to the lineup and bat after the other listed players.
Disbanded Teams: When any team drops from regular season play, the league
playing schedule will be revised to accommodate the number of remaining league
teams.
Current team playing rules and win-loss records will apply to all
remaining teams.
Players from disbanded teams, that desire to continue playing in the
league, will be placed in a player pool to be assigned to any remaining
league team by the League Governing Board.
RULE 5 – THE GAME:
Suspended Games: If a game is called prior to completion of a full inning
after the fifth inning, the game becomes a suspended game in the following
situation: the visiting team has scored one or more runs to tie the score or
take the lead and the home team has not retaken the lead. The suspended game
will be continued from the point of suspension.
Rainout/Cancelled Games: All "rainout games" or games cancelled for
whatever reason, shall be played at a later League scheduled game date as a
double-header, unless the affected team managers agree to an acceptable
alternative make-up date.
When a rainout or cancelled game is rescheduled as part of a
double-header, the second game shall be the rainout or cancelled game.
Participation: A team that does not participate in any regularly scheduled
league game, other than those where there are no competitors for that team to
play, will be afforded a loss for the games not played.
A team must be present on the diamond and ready to play the scheduled
game to be considered as having "participated."
Runs: During the first six innings of any game, a team may score a maximum
of five runs unless they are behind, in which case they can continue to score
until the score is tied or the third out is recorded. The playing action is
ended when the fifth or tying run (if more than five) is scored and the
offensive team’s inning is over even if three outs have not been recorded. In
the seventh or later innings, this rule does not apply.
League Champion: After completion of all regularly scheduled league games,
the team with the best win-loss record will be declared the "League Champion."
When the regular season ends in a tie for best win-loss record, there
shall be a scheduled play-off between the tied teams to determine the League
Champion.
The play-off format shall be determined by prior agreement of the format
by the tied team managers before starting play.
When two teams are tied, the play-off shall be a one game play-off.
When three or more teams are tied, a double elimination play-off shall
be played with the play-off schedule determined by the Governing Board.
League Tournament: After completion of all regularly scheduled league
games, a double elimination tournament shall be played.
The tournament schedule shall be determined by the Governing Board.
Team seeding for tournament brackets will be based on a team’s regular
season win-loss record. When two or more teams have identical win-loss
records, the bracket seeding shall be based on head to head records and
total runs scored.
RULE 6 – PITCHING REGULATIONS:
No Modifications.
RULE 7 – BATTING:
After two strikes on a batter, the next foul ball shall be called a strike
and the batter is out.
Base runners may not advance on a third strike caught foul fly ball.
If a foul ball above the batter’s head is caught, the batter is out.
Intentional walks may be given by the defensive team by having the catcher
or coach request the umpire to award the batter first base.
RULE 8 – BASERUNNING:
Runners:
Courtesy Runner: A "courtesy runner" may be used for a base runner at
any time. Any player on the team roster, whether or not they are in the
line-up, may be used as a courtesy runner. A player may not be used more
than once as a courtesy runner in the same inning. A courtesy runner may not
be replaced by another courtesy runner except for injury or illness causing
their permanent removal from the game. If a courtesy runner is on base when
it is their turn to bat, they will be called out as a base runner, and if
that is not the third out, they will immediately take their turn at bat.
Pinch Runner: A "pinch runner" may be used for team Manager designated
players, who are incapable of running, when batting. Pinch runners will be
required for the entire game for such designated players. The pinch runner
shall be the last batter from the previous inning. Starting place for pinch
runners shall be determined prior to starting play. The pinch runner can
only advance to first base, regardless of the length of the batters hit. The
pinch runner may remain on base as a regular courtesy runner if desired.
Double Base: A double base will be used at first base. If there is a play
on a batter-runner going to first base, the batter-runner must use the portion
of the double base extending into foul territory and the defense must use the
portion in fair territory.
Commitment:
A runner who has significantly committed (over halfway) to second or
third base may not change direction to return to a prior base after a
defensive player touching the next base holds the ball.
A runner advancing from third base to home whose foot touches the ground
on or past the commitment line must continue toward the scoring plate and
cannot re-cross the line in the direction of third base. Violation will
result in the runner being called out.
A defensive player may retire the runner from third base ONLY by having
possession of the ball while touching home plate (not the mat) after the
runner has crossed the commitment line, but before he touches the scoring
plate. A runner who has crossed the commitment line is not out if tagged by
a defensive player. The runner shall be called out if he touches or crosses
over any portion of either home plate or the strike zone mat.
Player Contact: Runners shall be called out for contact with a defensive
player if the contact was deliberate or the runner could reasonably have been
expected to minimize or avoid contact under the circumstances and failed to do
so. It is the greater responsibility of the runner to avoid a collision. If
the contact is determined to be flagrant, the offender shall be ejected from
the game.
Obstruction: Obstruction shall be called when a defensive player makes
contact with a runner if, in the judgment of the umpire the contact was
deliberate or the defensive player could reasonably have been expected to
minimize or avoid contact under the circumstances and failed to do so. If the
contact is determined to be flagrant, the offender shall be ejected from the
game.
RULE 9 – DEAD BALL – BALL IN PLAY:
No Modifications.
RULE 10 – UMPIRES:
(Modified) When an umpire is not available for a game, the batting team
shall provide the home plate umpire who shall call balls and strikes, and fair
or foul calls for balls hit to the outfield. The first base coach shall call
safe or out plays at first base, and the third base coach shall call safe or
out plays at second base and third base.
Only managers shall discuss ball or strike, fair or foul and safe or out
play calls with the umpire.
RULE 11 – PROTESTS:
Issues relevant to the game should be resolved on the field of play.
"Off-field" protests shall be limited to player eligibility.
